Capital Improvement Project Advertisements and State Building Advisory Commission Public Hearing Announcements

Unless otherwise noted, the following requirements are common to all advertisements.

To be considered, four (4) bound proposals and one pdf file less than 7 MB (either on a CD or delivered by e-mail) of the following should be provided in the following order: a letter of interest summarizing the firm’s qualifications for the advertised services, state of Kansas capital improvement forms 051-054, information regarding similar projects, and a Kansas Professional Qualifications form 050 for each firm and consultant.  Proposals should be concise and follow the latest State Building Advisory Commission guidelines.

Notice is hereby given of the commencement of negotiations for engineering services for the design and replacement of elevators in various buildings at the University of Kansas Medical Center campus in Kansas City, Kansas and the University of Kansas School of Medicine in Wichita, Kansas. The objective of this project is to replace old, unreliable elevator equipment with new state of the art, code compliant equipment and controls. It is anticipated that the project will be bid in several bid packages with replacement work extending over two years. TO ARCHITECTURAL, ENGINEERING AND LAND SURVEYING FIRMS: Pursuant to K.S.A. 75-1252, as amended, "in the procurement of architectural, engineering or land surveying services, the secretary of administration shall encourage firms engaged in the lawful practice of their profession to submit to the secretary and to the state building advisory commission annually a statement of qualifications and performance data."  By statutory definition, "firm" means such individual, firm, partnership, corporation, association, or other legal entity which is permitted by law to practice the profession of architecture, engineering or land surveying in accordance with Kansas Board of Technical Professions.  If your firm is interested in providing architectural, engineering or land surveying services on State of Kansas projects throughout the upcoming year, a State of Kansas Professional Qualifications form (050) should be submitted to the Division of Facilities Management by December 18, 2009. Forms and any additional information should be sent electronically to Phyllis Fast, Division of Facilities Management, 900 SW Jackson, Suite 102, Topeka, Kansas 66612.  Submittals will be on file with the division for use by the State Building Advisory Commission (SBAC) and the Secretary of Administration. As a convenience to all firms, annual submittals expressing interest in state work enables you to receive updated information from this office throughout the year.

TO CONTRACTORS: Pursuant to K.S.A. 75-37,143, to assist in the procurement of alternative project delivery (construction management at-risk and design-build) construction services, the secretary of administration shall encourage firms engaged in the performance of construction services to submit annually to the secretary and to the state building advisory commission a statement of qualifications and performance data. Each statement shall include data relating to the following:

(1)The firm's capacity and experience, including experience on similar or related projects;

(2)the capabilities and other qualifications of the firm's personnel.

The annual statement of qualifications and performance data form must be a completed State of Kansas Professional Qualifications form (050), submitted electronically to Phyllis Fast, Division of Facilities Management, 900 SW Jackson, Suite 102, Landon State Office Building, Topeka, Kansas 66612 by December 18, 2009. Notice is hereby given of the commencement of negotiations for air and water balancing services and commissioning of mechanical and electrical systems for state construction projects for a 12-month period from January 1, 2010 to December 31, 2010. Negotiations are also commencing for welding x-ray services, infra-red testing services and mechanical and electrical troubleshooting.   To be considered, the following should be provided electronically: a State of Kansas Professional Qualifications form (050) and information regarding similar services. It is the intention of the Division to pre-approve a separate group of qualifying firms and award projects on a rotational basis. If a firm anticipates being limited to specific sized projects, by dollar volume or locations in the state, that information should also be supplied with the response. Proposing/Interested firms are not required to provide all the services described in this ad.


Notice is hereby given of the commencement of negotiations for surveying, geological investigation, and testing services for a 12-month period from January 1, 2010 to December 31, 2010.  Pre-construction testing services shall include soils, roofing and hazardous materials such as lead paint and asbestos.  Testing and inspection services during construction are also sought, such as soils, asphalt, concrete, steel, welding, spray-on fire-resistant materials, and masonry wall construction.
