Job Description:

This position is responsible under K.S.A. 75-3728 for the development of formal statewide accounting policy.  Upon management initiatives, drafts, implements, and instructs agency officials and staff on new and revised accounting policy in compliance with statutory and regulatory provisions as well as generally accepted accounting principles.  Forms and coordinates policy development work groups including internal staff and/or agency financial officers and staff as necessary.  Drafts formal communication of new or revised policy and develops effective training and presentation material as part of the policy implementation process.  Provides training ranging from one-on-one assistance with agency staff to formal group presentations and discussions.   

Assists with the efforts of the State of Kansas Bond Disclosure Committee's continuing disclosure undertakings in compliance with Securities and Exchange Commission 17 CFR Part 240.15c2-12.  Includes preparing and updating annual financial disclosure documents, drafting and reviewing proposed amendments to bond offering Preliminary and final Official Statements.  Coordinates the completion of annual bond post-issuance compliance surveys.

Responsible for the design, maintenance and content of KanView, the State's taxpayer's transparency website under the requirements of K.S.A. 74-72, 122.  Uses technical knowledge of SMART ledgers and associated databases to develop non-standard queries in order to provide the required data files within the statutory deadlines.  Makes recommendations for website enhancements and improvements.  

Minimum Qualifications: 

Three years of experience in planning, organizing and directing the work of a department, program or agency.  Education in accounting, business administration, finance, or a related field may be substituted for experience as determined relevant by the agency.  

Preferred Qualifications:

Bachelor's degree in business or accounting.  Experience using PeopleSoft Financials.  Technical skills and a working knowledge of Microsoft Office applications.

Salary:  $53,000 - $62,000 (or commensurate with experience)
