Job Description:

The Office of Chief Financial Officer (OCFO), Statewide Payroll and Collections section’s primary responsibilities include operating and maintaining the State of Kansas statewide central payroll, the State of Kansas debt setoff system, and the Kansas Treasury Offset Program (KTOP).  

The Business System Analyst position will provide specialized business system production processing work in the operations of the integrated statewide payroll and human resource business application and related interfaces.  This position is responsible for production processing of interfaces and other related business processes of major statewide business system applications that interface or integrate with the Statewide Human Resources and Payroll (SHARP) system such as State Treasurer's Office, Regent agency payroll systems, the Statewide Management Accounting and Reporting Tool (SMART) system and external/third0party systems.  In addition, this position includes responsibility for other daily operations and system outputs required to ensure timely and accurate payroll processing. 

This Business System Analyst position provides statewide processing support of the SHARP system and is responsible for successfully completing interface business processing requirements, validating interface strategies, reconciling business processes, and identifying and resolving any interface or accounting problems.  This position also serves as a back-up to prepare, submit, and process accounting documents in SMART and to assist agencies in reconciling, adjusting, monitoring, and reviewing complex financial accounts and transactions during payroll team absences.  In addition, this position will maintain responsibility for completing the on-going, day-to-day work required to ensure stability, accuracy, and efficiency of the payroll processes including escalation of operational issues and providing recommendations for issue resolution.

In addition to Statewide Payroll and Debt Setoff/KTOP, the OFCO Team is assigned the oversight and audit function to assure compliance with State laws, policies, regulations, accounting procedures, and purchasing policies.  The Office also is responsible for providing guidance to Kansas municipalities on budgeting, accounting and reporting issues and statutory requirements and for receiving and reviewing municipal budgets and audits.  Additionally, the Chief Financial Officer is charged with implementation of a program for Internal Control and Systems Audit.

Salary: $42,000 - $48,000 (or commensurate with experience)

This position is unclassified, full time with benefits.

Minimum Qualifications:

Three years of experience in professional accounting/auditing and/or experience or education in business systems analyst/payroll processing.   Education may be substituted for experience as determined relevant by the agency.

Preferred Qualifications:

Bachelor’s degree in business or accounting. Prefer experience with Oracle/Peoplesoft 9.2 HCM North American Payroll/Time and Labor applications and training or experience with Oracle PeopleSoft Financial Management General Ledger and Accounts Payable modules.  Prefer experience with the interpretation and application of Federal, State, and Local requirements, integrated systems, and interface processing and support.
