FACILITIES MAINTENANCE SUPERVISOR3269N2 Pay Grade: 22 DEFINITION OF WORK Summary This is highly skilled work in the installation, maintenance, repair and operation of the physical plant and grounds of an agency and supervision of an organizational unit of skilled and semi-skilled workers. Standard Classification Factors Supervision Received - LEVEL C: "Under direction " Employees at this level usually receive a general outline of the work to be performed and are generally free to develop their own sequences and methods within the scope of established policies. New, unusual, or complex work situations are almost always referred to a superior for advice. Work is periodically checked for progress and conformance to established policies and requirements. Difficulty - LEVEL B: Average Where the employee is confronted with a variety of duties susceptible to different methods of solution which, in turn, places a correspondingly higher demand upon resourcefulness and concentration. Positions which require the analysis and evaluation of raw data and the rendering of conclusions would, in many instances, fall into this category. Complexity - LEVEL C: Work is of a standardized nature that may involve a variety of duties. Analytical thought becomes more important at this level due to increased data and changing situations. Tasks usually have several steps, some of which may not be directly related. Alternatives may exist for processes or methods to be used in solving problems. Workers at this level exercise a moderate amount of independent judgment. Work is controlled by routine review and reporting to or consultation with supervisors. When guidelines exist at this level, they tend to be more complicated or technical in nature requiring careful interpretation. Consequence of Actions or Decisions - LEVEL B: Consequences of actions or decisions at this level are minor as the work is normally reviewed regularly and errors are usually detected in following operations. Errors may be disruptive to co-workers or may cause minor inefficiency. Costs due to errors are minimal. Contacts - LEVEL B: The purpose of the contact is to plan, coordinate and advise on work efforts, interpret guidelines or instructions, elicit opinions or give guidance on the basis of facts to resolve common issues or problems when the information is not sensitive in nature or the individuals or groups are working toward mutual goals and have basically cooperative attitudes. Well developed communication skills are required. Physical Demands - LEVEL C: The work requires moderate physical exertion. Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible. Supervision/Leadership - LEVEL D: Involves administrative supervision responsibility. As a "first line supervisor", the primary responsibility involves scheduling, supervising and evaluating employees who perform the same or similar work. Responsible for recommending hiring and disciplinary actions to a higher level of authority. As a "project manager" may direct the activities of project leaders to develop plans and criteria and to evaluate progress and results for one or more projects. Distinguishing Features Differs from the Laborer Supervisor class in which the work is supervision of unskilled or semi-skilled workers. Differs from the Physical Plant Supervisor I class in which the work is supervisory and managerial. Differs from the Grounds Maintenance Supervisor II class in which the work is technical landscaping and limited administrative work in grounds maintenance operations. EXAMPLES OF WORK PERFORMED Assigns and directs the work of skilled craft workers such as electricians, carpenters, plumbers, etc., in the installation, maintenance, repair and operations functions of steam, water, sewer, and electrical systems, refrigeration/air conditioning and electrical equipment, walls, floorings, ceilings, duct work and guttering; construction of shower and toilet buildings, shop buildings, concrete and wood structures; painting of buildings and maintenance of grounds; may supervise the grounds maintenance operations of an agency. Designs practical on-the-job training for less experienced workers; develops cross-training experiences for workers to develop more versatile workforce. Assists supervisor in planning of project work, estimates materials and supplies needed for projects. Accepts or rejects materials and supplies received. Maintains awareness of current literature concerning material, equipment and technique as they apply to work performed and supervised. Maintains control measures over worker safety practices and care of equipment, tools and supplies. Supervises and trains inmates, clients and residents in the performance of skilled craft level work. Performs related work as required. REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS Knowledge *Knowledge of the standard practices in the building trades; plumbing; carpentry; electrical; masonry; painting; welding; sheet metal; refrigeration and air conditioning, and mechanical trades. *Knowledge of safety measures and occupational hazards of the trades; knowledge of regulations concerning hiring. Abilities *Ability to read, interpret and work from sketches, blueprints and specifications. *Ability to keep careful and thorough records. *Ability to plan, organize, assign and approve or otherwise supervise the work of skilled craft workers. *Ability to express oneself clearly and effectively both orally and in writing. Skills *Skill in the use and operation of tools, machines, and equipment commonly used in construction and repair work at the skilled craft level. *Skill in evaluating, analyzing and resolving construction and mechanical problems. *Necessary at Entry MINIMUM REQUIREMENTS: Five years of experience in the mechanical or building trades. Education may be substituted for experience as determined relevant by the agency. Necessary Special Requirements:Some positions in this class require that at the time of appointment the selected candidate must take and pass a drug screening test approved by the Division of Personnel Services unless the incumbent is moving from one safety-sensitive position to another safety-sensitive position within the same agency performing substantially similar duties; possess a valid driver’s license; and/or have an EPA approved CFC and general refrigerant reclamation certification.
