DEFINITION OF WORK
Summary
This is supervisory work directing the operations of a unit which maintains a computerized law enforcement communications center. Responsible for 24 hour operations. Work involve ensuring effective service to users through the analysis of existing operations and the development and implementation of policies and procedure. Work also involves reporting information regarding network use, malfunctions and data errors.
Standard Classification Factors
Supervision Received - LEVEL D: "Under general direction . . " Employees at this level are usually in charge of a large and important organizational unit. They plan and carry out assignments with little supervision. They report regularly to a superior, usually by means of occasional conferences, to discuss work progress or new problems which require advice from above. This designation will pertain to classes with a high order of independence.
Difficulty - LEVEL C: Considerable - Duties which require a high degree of concentration because of the many factors which must be considered and weighed before a decision can be reached. Usually positions that require planning, developing, and coordinating programs and directing fairly large groups of people fall into this category.
Complexity - LEVEL C: Work is of a standardized nature that may involve a variety of duties. Analytical thought becomes more important at this level due to increased data and changing situations. Tasks usually have several steps, some of which may not be directly related. Alternative may exist for processes or methods to be used in solving problems. Workers at this level exercise a moderate amount of independent judgment. Work is controlled by routine review and reporting to or consultation with supervisors. When guidelines exist at this level, they tend to be more complicated or technical in nature requiring careful interpretation.
Consequences of Actions and Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial.
Contacts - LEVEL B: The purpose of the contact is to plan, coordinate and advise on work efforts, interpret guidelines or instructions, elicit opinions or give guidance on the basis of facts to resolve common issues or problems when the information is not sensitive in nature or the individuals or groups are working toward mutual goals and have basically cooperative attitudes. Well developed communication skills are required.
Physical Demands - LEVEL A: The work is predominantly sedentary and requires minimal or negligible physical exertion. The employee is normally seated; however, the nature of the work allows for periods of standing or walking at will.
Environmental Conditions - LEVEL A: The work environment involves normal everyday hazards or discomforts typical of offices, meeting and training rooms, or libraries. Comfortable levels of temperature, ventilation, lighting and sound are inherent in the work environment. Expose to deviations from pleasant environmental conditions is only occasional. The likelihood of injury is remote.
Supervision/Leadership - LEVEL D: Involves administrative supervision responsibility. As a "first line supervisor", the primary responsibility involves scheduling, supervising and evaluating employees who perform the same or similar work. Responsible for recommending hiring and disciplinary actions to a higher level of authority. As a "project manager" may direct the activities of project leaders to develop plans and criteria and to evaluate progress and results for one or more projects.
Distinguishing Features
Differs from the Law Enforcement Telecommunications Technician II class where work is restricted to limited shift supervision and includes performing the same work as those overseen.
EXAMPLES OF WORK PERFORMED
Supervises, schedules and evaluates the work of technical and clerical employees operating a law enforcement communications control center.
Monitors system operation and data entry errors in the National Crime Information Center records. Established procedures for proper data entry, release of information and correction of terminal malfunctions.
Reviews and updates network operations manual to ensure that personnel are in compliance with NCIC, NLETS and ASTRA law enforcement and weather networks. Trains personnel in the use of the networks.
Maintains statistics and activities records to provide reports on operations for budgeting and planning.
Analyzes the training needs of user, develops and conducts user training or assigns field trainers as necessary.
Attends seminars and meetings to gain technical information about developments in the communications fields.
REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS
Knowledge
*Knowledge of the federal and state regulations governing traffic on state and nationwide networks.
*Knowledge of law enforcement file maintenance systems and the entry and retrieval of criminal record information on law enforcement networks.
*Knowledge of English grammar, spelling, syntax, vocabulary, and pronunciation usage.
*Knowledge of the federal and state laws regarding the maintenance and release of criminal history record information.
Abilities
Ability to plan, assign and coordinate the work of technical and clerical personnel.
Ability to develop and conduct training classes.
*Ability to operate law enforcement communication networks in order to aid technicians.
*Ability to establish and maintain effective working relationships with subordinates and representative of on-line user agencies and management level personnel.
*Ability to communicate effectively orally and in writing.
*Necessary at Entry
MINIMUM REQUIREMENTS:
Independent work experience in communications network operation.
NECESSARY SPECIAL REQUIREMENTS:
Hearing must be correctable to a range that will allow normal radio and telephone conversation with field units. Vision must be correctable to a range that will allow reading of computer display terminals, and printouts quickly and accurately.
Applicant must be free of felony convictions.
