Pay Grade: 20 21 DEFINITION OF WORK Summary This is advanced skilled work in the operation and general maintenance of heavy equipment used in construction and maintenance work and extensive lead work assisting supervisory/ managerial staff in directing highway maintenance activities for a specific geographic region, or on other state properties or facilities. Work involves responsibility for the safe and efficient operation of heavy construction and maintenance equipment used in a full range of construction and maintenance work. Duties include serving as lead worker to lower level employees in equipment operation and related manual tasks. Incumbents must be capable of allocating the necessary resources in a timely fashion in accordance with the applicable rules and regulations in order to keep roads maintained and repaired. The safety of all employees and the public is a major consideration in all phases of the process, as well as maintaining good relations with the public. Standard Classification Factors Supervision Received - Level C: "Under direction…" Employees at this level usually receive a general outline of the work to be performed and are generally free to develop their own sequences and methods within the scope of established policies. New, unusual, or complex work situations are almost always referred to a superior for advice. Work is periodically checked for progress and conformance to established policies and requirements. Difficulty - LEVEL C: Considerable… Duties which require a high degree of concentration because of the many factors which must be considered and weighed before a decision can be reached. Usually positions that require planning, developing, and coordinating programs and directing fairly large groups of people fall into this category.
Complexity - LEVEL C: Work is of a standardized nature that may involve
a variety of duties. Analytical thought becomes more important at this
level due to increased data and changing situations. Tasks usually have
several steps, some of which may not be directly related. Alternatives may
exist for processes or methods to be used in solving problems. Workers at
this level exercise a moderate amount of independent judgment. Work is
controlled by routine review and reporting to or consultation with
supervisors. When guidelines exist at this level, they tend to be more
complicated or technical in nature requiring careful interpretation.
Contacts - LEVEL B: The purpose of the contact is to plan, coordinate and
advise on work efforts, interpret guidelines or instructions, elicit
opinions or give guidance on the basis of facts to resolve common issues
or problems when the information is not sensitive in nature or the
individuals or groups are working toward mutual goals and have basically
cooperative attitudes. Well developed communication skills are required.
Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible. Supervision/Leadership - LEVEL B: Involves functional leadership responsibility. As a "lead worker", performing essentially the same or similar work as those overseen, responsibility includes training, instructing, scheduling and reviewing. As a "project leader" may be responsible for a phase(s) of a single project which includes planning, coordinating and reviewing the work of others. This level may also involve limited administrative responsibility such as participating in the evaluation of work performance. Distinguishing Features Differs from the Highway Maintenance Supervisor class in which full supervision is involved and tasks are more administrative than physical in nature. Differs from the Equipment Operator Senior class in which the leadership scope is limited to fewer staff and to a project. The work
typically involves performing highly skilled maintenance work. The employee
may serve as a leader worker of a crew. Leads a crew of maintenance workers and equipment operators, including lead workers, in field assignments, performing such work as repairing and resurfacing highways; mowing rights-of-way; litter and trash clean-up; snow and ice removal; erecting, removing and repairing snow fence, guardrails, and signs; seeding and sodding; painting traffic lines; cleaning and grading ditches and shoulders; repairing and cleaning drainage structures, and resurfacing and repairing bridge decks. Participates in the performance reviews of crew members. Prepares and maintains resource management system reports and records of material, equipment and personnel utilization, work plans and inventories for computer input in accordance with standards, in the absence of a supervisor. Inspects roads and related physical structures for problems in order to assist in the development of current data for priorities of work in an assigned region. Meets with property owners and motorists who have complaints or questions concerning road work; investigates and determines action to take on complaints from the public or in an unexpected situation. Directs, leads or performs finished grading operations; supervises or operates grading equipment; blade mixing of asphalt mixes and blade laying of asphalt mix on roadways. Directs co-workers in the operation of a wide range of construction or maintenance equipment in order to provide training. May serve as tractor-trailer or truck-trailer operator in the transport of heavy equipment over the public roads. Leads and assists in performing the loading and unloading of heavy equipment. Maintains and submits various records or reports relating to manpower, materials, and equipment resources. Leads the activities of highway maintenance crews for road and bridge repairs, winter storm operations, removal of accident debris and dead animals, and other assignments such as erection and maintenance of signs, snow fences and guardrails. REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS *Knowledge of the equipment, material, and practices used in highway construction, maintenance and repair. *Knowledge of the applicable work safety rules and procedures. Abilities *Ability to organize and supervise employees performing manual, semi-skilled and skilled tasks. *Ability to read and explain orally and in writing basic engineering plans, specifications and manuals, etc. *Ability to operate highway maintenance equipment. *Ability to understand and follow written and verbal instruction. *Ability to maintain records and prepare basic reports. *Ability to perform basic mathematical computations. *Ability to operate various types of heavy and specialized equipment. *Ability to establish and maintain effective working relationships with other employees, supervisors, and the public. *Ability to communicate, verbally and in writing. *Required at Entry MINIMUM REQUIREMENTS: One year of experience in equipment operation that meets the needs of the agency and a valid driver’s license at time of appointment. Education may be substituted for experience as determined relevant by the agency. Some positions may require attainment of a commercial driver's license.
