DEFINITION OF WORK

Summary

This is skilled graphical and supervisory work in managing the activities of a sign shop.

Work involves planning and implementing a wide range of assignments to provide signs for an agency, including identifying materials, equipment, and staffing needs; determining work priorities; interpreting specifications; ensuring compliance with safety standards; and supervising and training staff in the operation of equipment.

Standard Classification Factors

Supervision Received - Level D: "Under general direction…" Employees at this level are usually in charge of a large and important organizational unit. They plan and carry out assignments with little supervision. They report regularly to a superior, usually by means of occasional conferences, to discuss work progress or new problems which require advice from above. This designation will pertain to classes with a high order of independence.

Difficulty - LEVEL C: Considerable… Duties which require a high degree of concentration because of the many factors which must be considered and weighed before a decision can be reached. Usually positions that require planning, developing, and coordinating programs and directing fairly large groups of people fall into this category.

Complexity - LEVEL D: Work is of a diversified nature that usually involves multiple unrelated steps. Analytical thought is necessary for dealing with complex data and situations. Work often involves a variety of unrelated processes and may require planning or carrying out a sequence of actions or both. Several alternatives usually exist at this level for approaching problems or situations. Workers at this level exercise a considerable amount of independent judgment. Work is controlled by occasional review and by reporting to or consultation with supervisors or superiors. When guidelines exist at this level, they are usually broadly defined or technical requiring careful analysis and interpretation.

Consequence of Actions or Decisions - LEVEL D: Consequences of actions or decisions at this level are significant as the work may be rarely if ever reviewed, making errors difficult to detect. Errors may cause major program failure or a high degree of confusion. Injuries to others due to errors are serious or incapacitating or both and costs due to errors are substantial.

Contacts - LEVEL B: The purpose of the contact is to plan, coordinate and advise on work efforts, interpret guidelines or instructions, elicit opinions or give guidance on the basis of facts to resolve common issues or problems when the information is not sensitive in nature or the individuals or groups are working toward mutual goals and have basically cooperative attitudes. Well developed communication skills are required.

Physical Demands - LEVEL C: The work requires moderate physical exertion.

Environmental Conditions - LEVEL C: The work environment involves hazards, risks or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, heavy equipment or abusive or hostile clientele and patients. Exposure to disagreeable weather conditions and extreme levels of temperature, ventilation, lighting and sound are normal. Protective clothing or gear and specific safety standards or procedures may be required. Serious injury is possible.

Supervision/Leadership - LEVEL C: Typically involves limited supervisory responsibility which entails performing as a "first line supervisor" for a small number of employees. Supervision is not the primary responsibility of the job. Responsibility includes training, instructing, scheduling, and reviewing work and recommending hiring and disciplinary actions to a higher level of authority.

Distinguishing Features

Differs from the Sign Shop Worker class in which the incumbents perform skilled work to produce highway and parking signs and markers and are not responsible for managing the activities of a sign shop.

EXAMPLES OF WORK PERFORMED

Supervises and participates in all activities of a centralized agency sign shop producing various signs and markers by a variety of methods.

Directs the operations of ordering, receiving, storing, and shipping sign products and all related hardware; maintains inventory records.

Establishes rules and procedures for the safe operation of equipment used for cutting metal and sealing by heat and pressure; establishes rules and procedures for safe handling of the chemicals, inks and cleaning agents required in the printing of signs; ensures shop area has proper ventilation and lighting.

Explains, demonstrates and trains others in the operation of all equipment; evaluates the work of employees.

Establishes work schedules; assigns work and checks work procedures and products.

Meets with vendors of materials and equipment used in the production of signs including computer hardware and software used in planning the layout and production of signs.

Prepares the necessary records and reports to provide and plan for the efficient operation of the unit.

REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS

Knowledge

Knowledge of basic record-keeping of costs, materials, equipment and personnel.

*Knowledge of a wide range of graphic techniques and applications employed in the production of signs.

Knowledge of the applicable state and federal specifications related to the end product of the sign shop.

*Knowledge of the chemical hazards and other occupational hazards related to the work in the sign shop as equipped.

Knowledge of supervisory responsibilities and of good management skills.

*Knowledge of methods, materials and equipment used in the production of signs: graphic arts, silk screening, the use of large cutting and heating equipment.

Abilities

*Ability to plan and supervise a staff of technical employees and to train them in a variety of skills and procedures.

*Ability to interpret federal and agency specifications into instructions which are understandable to employees.

*Ability to prioritize work and to respond to emergencies in order to provide the required signs in a timely fashion.

*Ability to instruct others in the operation of all the tools and equipment used in the sign shop in the production of signs; in record-keeping, in wrapping and shipping signs and related material, and in maintaining the equipment and the shop environment in a safe manner.

*Ability to plan for long term and immediate goals of training, production, capital improvements, and improved procedures and sign products.

*Ability to interpret sketches, rough layouts, drawings, and specifications.

*Necessary at Entry

MINIMUM REQUIREMENTS:

Three years of experience in graphic arts, graphic design or sign fabrication.  Education may be substituted for experience as determined relevant by the agency.
