Business Intelligence/Data Warehouse Update:

The HCM – Workforce - Workforce Profile subject area is now available!

The BI/DW team has made two enhancements to the Workforce Profile subject area (WP).

  • Added Length of Service to Fact Workforce
    • The Length of Service is a calculation using the Benefits Service Date (Job Data in SHARP) and Pay Period End Date (aka Snapshot Day Date) that you choose in your report.
  • Added a Dashboard for the subject area.
    • The Workforce Profile Home Dashboard allows you to set your report criteria, then you may link to one of the dashboards to view the report.
    • Criteria you can set:  (1) Choose one or many Pay Period End Dates (At least 1 required). (2) Enter the beginning or all of a Department ID (optional).
    • Provides 2 report dashboards and column selectors to change the columns. (1) Department Information (2) Employee Information

The WP subject area provides snapshots of the maximum dated Job Data row of employee data over points in time.

  • Updated biweekly; as of every Pay Period End Date (PPED).  (Position Management subject area does this as well)
  • Allows users to compare the workforce between multiple points in time – all the way back to 2005.
  • Useful for showing trends over time. An example would be using 2 Pay Period End Dates and showing that both the average Age and Length of Service have gone up while the Headcount has gone down.
  • Connect to Position Management or Payroll subject areas by Pay Period End Date (Snapshot Date) for more advanced reporting.
  • Differs from the Employee Job subject area which houses all of an employee’s job history and is updated daily. Trend and point-in-time reporting are difficult here.

The HCM - Workforce – Employee Job subject area is now available!

The BI/DW team has implemented a couple critical improvements/fixes.

  • Corrections, deletes, or data changes made to SHARP Job Data will be available for reporting the next day.
  • The Current Indicator functionality has been fixed. Use this column in your requests to pull an employee’s most current data row.

If you weren’t already aware, there is an Employee Job Dashboard available under the Human Resources at the top of page when you first log in.  These are the pages that are available. Each page contains filters where you can narrow your report’s details.

  • Count of employees (dependent on your user access)
  • Headcount -  graphs and table for Regular,  Classified/Unclassified and Temporary,  Classified/Unclassified
  • Headcount Details - Employees, department, job class, and position number
  • Salary Details – Employees, department, job class, grade, step, hourly rate, annual rate
  • Headcount Activity – a chart and table of the Hires, Rehires, Terminations, and Retirements in the Past 6 months to Date.

The IRS has released the 2012 Form W-4, Employee’s Withholding Allowance Certificate. As noted in Informational Circular 12-P-016, IRS regulations continue to require employees claiming exempt status from federal tax withholding (for income earned in the United States) to file a new W-4 form annually. Employees are eligible for the exempt status if the following criteria are met: 1) the employee had no income tax liability in the previous year, and 2) the employee anticipates no income tax liability in the upcoming year.

Agency personnel are reminded the KPAY320 run the night of December 19, 2011 will insert a 01/01/2012 effective-dated row in the employee’s Tax Data record indicating a marital status of ‘single’ with zero exemptions for those employee’s claiming exempt in 2011 who have not filed a new W-4 for 2012. Agencies should refer to Informational Circular 12-P-016 for additional information pertaining to Forms W-4 processing for exempt employees.

As was identified in the Accounts and Reports (A&R) Information Circular No. 12-P-010 (http://www.da.ks.gov/ar/infocirc/fy2012/IC12p010.htm), Monday, 11/14/2011 is the first preliminary pay calculation for the 10/30/2011 – 11/12/2011 pay period.

All Job and Position Data transactions that affect the 10/30/2011 – 11/12/2011 payroll period must be entered in SHARP by 6PM Monday, 11/14/2011.

Time and Leave Agencies: All time and leave entry should be entered by 6PM Monday, 11/14/2011 to take advantage of the first preliminary pay calculation. Time and leave should be entered on Monday for any terminations or retirements so that leave payouts are calculated correctly during the Monday night batch processing. However, please note that additional time and leave entry may continue to be entered until 6PM Wednesday, 11/16/2011. The Timesheet’s OK to Process must be clicked on by 6PM Wednesday, 11/16/2011.

Time and Labor Agencies: All timesheet entries should be Submitted/Approved by 3:30 PM,  and Payable Time Approved by 6PM, Monday, 11/14/2011, to take advantage of the first preliminary pay calculation. Timesheet entries should be entered on Monday for any terminations or retirements so that leave payouts are calculated correctly during the Monday night batch processing. However, please note that additional timesheet entry may continue to be entered and Submitted/Approved until 3:30 PM,  and Payable Time may be Approved until 6PM Wednesday, 11/16/2011.

Monday, 11/14/2011 is also an off-cycle night when pay affecting adjustments and supplementals need to be entered by 6PM (Time and Labor: Timesheets must be submitted/approved by 3:30 PM and Payable Time Approved by 6PM).

Final pay confirmation for the on-cycle payroll for the period ending November 12, 2011 will occur November 16, 2011. (Final pay confirmation would normally occur Friday, November 18, 2011). For Time and Leave agencies, all employees' time and leave records must be 'OK to Process', and for Time and Labor agencies, all employees' payable time must be approved, by 6:00 PM on November 16, 2011 in order for a paycheck record to be created.  All deduction and tax data changes must be entered by 6:00 PM on November 16, 2011 in order to be reflected in the final paycheck created for the employee.

The Voluntary Retirement Incentive Program (VRIP) has ended and eligible employees were able to retire on or before October 31, 2011 under the provisions of the program.

We want to extend our thanks for inputting retirement information into SHARP for your agency employees who took advantage of this opportunity. 

Now that the program has ended, we will be inactivating various VRIP related codes in SHARP which are indicated below: 

  1. VRE - ‘Voluntary Retirement Incentive’ reason used in Job Data
  2. Time and Labor Time Reporter Codes of SLV, SLX, VLV, VLX, and VRI

Subject: Daylight Saving Time Ends - November 6, 2011

The following information is designed to assist timekeepers with entering time for 40 hour FLSA per week non-exempt employees whose shift includes 2:00a.m. on Sunday, 11/06/2011 (the ending of daylight saving time). The information is set up in Question (Q) and Answer (A) format.


Q. Is there a Bulletin that addresses Daylight Saving Time?
A. Yes, Bulletin No. 96-01; however it addresses the institution of Daylight Saving Time which occurs in April; it does not cover the ending of Daylight Saving Time.


Q. Should we use the DST (Daylight Saving Time) earnings code to report hours worked on Sunday 11/06/2011?
A. No, this code is used in April when Daylight Saving Time is instituted.


Q. When does the time actually change?
A. Clocks are set back one hour at 2:00a.m. Sunday, 11/06/2011.


Q. Will the hours worked result in Overtime (OTP) or Compensatory Time Earned (CME) and how should the time worked be reported? The example below assumes an employee's workday includes 2:00a.m. Sunday.
A1. If an employee is on a 12:01a.m.-12:00a.m. workweek, this change will not affect them until the end of the week beginning 11/06/2011. These hours are recorded at the 1.0 rate of pay (for example REG 9 hours if the employee worked 9 hours during the specified shift on Sunday). The employee could adjust his/her work schedule for the rest of the workweek or potentially receive overtime (OTP)/compensatory time earned (CME) at the end of the 11/06/2011-11/12/2011 workweek. Remember that overtime is not reported until an employee has met his or her FLSA threshold (40 hours for a regular non-exempt employee).
A2. If the employee is on a 7:01a.m.-7:00a.m workweek, this change will affect the employee's workweek that started 10/30/2011. If the employee does not adjust his/her work schedule prior to 7:00a.m. Sunday, 11/06/2011, then the employee could potentially receive OTP/CME for the 10/30/2011 workweek (prior to the beginning of the new workweek). Remember that overtime is not reported until an employee has met his or her FLSA threshold (40 hours for a regular non-exempt employee).

*For eligible employees whose last workday of a week is Friday, the last day to use the 2011 Discretionary Day is Friday, December 23, 2011. For employees whose last workday of a week is Saturday, the last day to use the 2011 Discretionary Day is Saturday, December 24, 2011. Please check with your supervisor when scheduling your discretionary day.

You can determine if you still have an available Discretionary Day by looking on the View Leave Balances page in the Employee Self Service Center located at www.kansas.gov/employee/ (click on the Self Service icon located in the Featured Sites area). If you see the words “Discretionary Day is Available” on your View Leave Balances page, you still have a Discretionary Day available (for Non-Regent employees).  

Employees who enter their own time via the PeopleSoft Time and Labor “Update My Time Sheet” link in Employee Self Service, can also tell if a Discretionary Day is available by clicking on the Balances hyperlink located on your timesheet. If you see the words “Discretionary Day is Available” under the Balances link, you still have a Discretionary Day available.

Subject: [sharpinfolist] DTA/OEB Rows Inserting into SHARP Job Data

On November 1, 2011, benefits data will begin processing in SHARP for state employees for the 2012 plan year. A Job Data row dated 12-11-11 will insert for benefits eligible employees whose salary tier level changed in 2011 and affected their Benefits Program eligibility. An employee’s salary tier may have changed due to pay rate changes during 2011. As a reminder, benefit program salary tiers are as follows: FT 1 = less than $28,000; FT 2 = $28,000 - $48,000; FT 3 = over $48,000.

A Job Data row will also insert for employees who are currently enrolled in HealthyKids benefit program codes. These employees have to reapply each year (since their circumstances may have changed) and those who are approved will be loaded back into HealthyKids benefit codes.

A row dated December 11, 2011, with an action/reason code of DTA/OEB (Data Change/Open Enrollment-Ben Program Change) will insert into the job data of affected employees. Also, the Elig Config 2 field will change to reflect the new Benefit Program salary tier for the 2012 plan year. These rows will begin inserting tomorrow, November 1.

At a later date, a new row will be added to the Benefit Program Participation page with the new Benefit Program code for affected employees.  The effective date of this row will also be December 11, 2011.

Any effective dated changes made to the Position Data of affected employees dated prior to December 11, 2011, should automatically update this 12-11-11 open enrollment row. However, you should verify this after entering the position change.

If an agency needs to make a job data change to one of these employees prior to the 12-11-11 row, please send your request to sharp@da.ks.gov . It is important that the information on this data row is accurate and reflects any prior job data changes.

Update for Data Warehouse Users:

The Department of Administration Data Warehousing Team needs to reload certain subject areas in the Data Warehouse.  In order to complete these reloads we will temporarily need to stop the nightly updates to all of the SHARP and SMART subject areas.  We expect the reloads to take approximately 4 to 6 days and we are starting the process this weekend.  You will still be able to access existing data in the data warehouse it will just not be updated for the next few days.

The deduction END date on the general deduction page for 2011 United Way or Community Health Charities contributions for both the UTDXXX and UTFXXX deduction codes should be dated between December 11, 2011 and December 24, 2011 in order for the last 2011 deduction to be taken on the paycheck issued December 23, 2011. Agencies should verify the deduction end date for all employees enrolled in United Way and/or Community Health Charities to ensure deductions are taken correctly.

For calendar year 2012, agencies can enter a new row effective-dated between December 11, 2011 and December 24, 2011 in order for the first deduction for United Way or Community Health Charities for 2012 to be taken on the January 6, 2012 paycheck. If the deduction is to be taken over 26 pay periods, a deduction end date of December 9, 2012 should be entered.  Agencies should enter the total pay period amount authorized by the employee when establishing the UTDXXX deduction code for 2012.

Like last year, a batch process will run again the night of December 23, 2011 to establish the fee portion (deduction code UTFXXX) of the 2012 United Way/Community Health Charities deduction.  The batch process will establish the UTFXXX deduction code with the same effective-date and deduction end date as the UTDXXX deduction code for 2012.  This process will reduce the 2012 deduction amount (UTDXXX deduction code) by $.06 and create a UTFXXX deduction code which defaults to the Deduction Code table for a deduction of $.06; the sum of the UTDXXX and UTFXXX deduction codes for 2012 will match the employee’s authorized deduction amountAgencies should verify the deduction/fees set up for all employees enrolled in United Way and/or Community Health Charities beginning Tuesday, December 27, 2011 to ensure both the UTDXXX and UTFXXX deductions are taken correctly.

The Division of Accounts of Reports recently sent out Informational Circular 12-P-003 - Addition of Earnings Codes for Voluntary Retirement Incentive Program Implementation

The info circular explains that new earnings codes have been added to SHARP effective August 7, 2011 to administer the Voluntary Retirement Incentive program. The State Leave Assessment Fund may not be used to fund these payouts. The new earnings codes can be used starting with the pay period beginning August 7, 2011, in accordance with the provisions set out in the materials regarding the Voluntary Retirement Incentive Program, which can be seen at the following link:  http://www.da.ks.gov/vrip/default.htm

The Informational circular can be found at the following link:  http://www.da.ks.gov/ar/infocirc/fy2012/IC12p003.htm    Please note that this circular was released prior to the extension of the timeframe for application and retirements under the program.

As a reminder, use the new reason of Voluntary Retirement Incentive (VRE) to enter the Retirement action in SHARP Job Data for employees retiring under the Voluntary Retirement Incentive Program.  This Reason code is only available during the eligibility period for the Voluntary Retirement Incentive Program and will be used to monitor an employee’s eligibility for returning to employment with the State of Kansas.

In addition, if an employee selects the lump sum payout of $6,500 under Option 2 enter the new earnings code VRI, (TRC = VRI) which is an amounts-only code, on the employee’s final timesheet.

State employees can now start or change a Learning Quest payroll deduction online at www.learningquest.com.  Employees can either log in to their account and select payroll deduction from the list on the left or print the appropriate form from the Learning Quest Forms page at https://www.learningquest.com/content/forms.html and send it to Learning Quest.  Once the request is processed on-line, the employee will receive a confirmation page with instructions to complete the form and then they should bring it to their HR/Payroll office so that it can be entered in SHARP as a Learning Quest deduction.  If the employee mails in their request, they will receive the confirmation page with instructions back in the mail.

If the employee forgets to check the box on their application/change request identifying themselves as a state employee, the instructions they get back from Learning Quest will include a routing number and account number that other employers use for ACH instructions.  If an employee brings in ACH instructions, please disregard it and use the information on the confirmation page to enter/update the Learning Quest deduction in SHARP as needed.

The Learning Quest Payroll Deduction form that previously resided on the A&R website should no longer be used to request Learning Quest changes.

Technical staff believe this is an issue with a server and are researching it now.

Until this issue is resolved, please refrain from generating any additional on-line reports and submitting Time and Labor Self Service Timesheets.

                Unclassified Service:  Use when an employee’s non-benefits eligible unclassified temporary job ends.

As a reminder, agencies transfer up to 40 hours of vacation overage to sick leave at the end of the fiscal year (06/11/2011) for those employees covered by Kansas Administrative Regulation 1-9-4(a)(2) http://da.ks.gov/ps/documents/regs/art-9.htm#1-9-4 or Executive Order 04-13 http://www.da.ks.gov/ps/subject/arc/executiveorders/2004/EO04-13.pdf.

Time and Leave agencies: This is accomplished by entering the SLA earnings code and appropriate overage hours into the 05/29/11 – 06/11/11 timesheets. These entries can be entered on the 05/29/11 – 06/11/11 timesheets anytime now through 6PM Friday, 06/17/11, at the latest.

Time and Labor agencies: This is accomplished by entering the VOTTS - FYE Vac Overage XFR to Sick Time Reporting Code (TRC) and appropriate overage hours into the 05/29/11 – 06/11/11 timesheets. Do not enter the SLA TRC. These entries can be entered on the 05/29/11 – 06/11/11 timesheets anytime now through 3:30 PM Friday, 06/17/11, at the latest. Remember to review and approve the Payable Time after Time Administration runs. NOTE: Time and Labor Self Service agencies may want to hold off entering the VOTTS TRC until employees no longer have access to the 05/29/11 – 06/11/11 timesheets (Employees no longer have access to them after 06/11/11). If you decide to enter the VOTTS TRC while employees still have access, you may want to let affected employees know why the code is being entered on timesheets.

Subject: [sharpinfolist] Outstanding Payroll Arrearages

A recent review by Payroll Services of the PAY007 Deductions in Arrears Report indicates a significant number of agencies with unresolved, outstanding payroll arrearages. Agencies are asked to complete a detailed review of the most recent PAY007 report as well as Informational Circular No 00-P-020, dated February 10, 2000, located at http://www.da.ks.gov/ar/infocirc/Archive/fy2000/ic00p020.htm, which provides detailed instructions for the options available for resolution of salary overpayments and arrearages. Agencies are asked to make special note of the following:

1) Arrearages are expected to be collected within a reasonable amount of time after the arrearage is established. The deduction schedule for recovery should be designed with that goal in mind and preferably should not extend beyond six months. It is recommended that the total arrearage collection be completed within the calendar year in which the arrearage is established if at all possible. Agencies must advise the employee of the arrearage amount owed and the deduction schedule for the arrearage.

2) If an arrearage is resolved through personal reimbursement by the employee, agencies should submit a DA-180 form with a copy of the receipt voucher to Joyce.Dickerson@da.ks.gov in Payroll Services so that the personal reimbursement will be recorded to satisfy the arrearage amount.

3) If an arrearage is determined to be uncollectible and is delinquent, agencies are expected to follow the procedures identified in Part II: Policies and Procedures for Uncollectible Arrearages of Informational Circular 00-P-020, located at http://www.da.ks.gov/ar/infocirc/Archive/fy2000/ic00p020.htm, to resolve the arrearage balance through debt collection, submission to set-off, or a request for write-off.

4) If an arrearage is or has previously been turned over to the Setoff program, the agency must submit documentation to Jennifer.Holthaus@da.ks.gov confirming the debt has been accepted by the Setoff Program. Upon receipt of that documentation, the arrearage will be removed from SHaRP as any further collection will occur through the Setoff Program. 5) If an employee with an arrearage is employed by your agency and no collection is currently being made, check to see if there is a Maximum Arrears Payback set up for zero dollars and make corrections to the maximum payback amount as necessary. The Maximum Arrears Payback page can be found at Payroll for North America > Employee Pay Data USA > Deductions > Override General Deductions. Additional information can be found in the CBT or at http://www.da.ks.gov/ar/payroll/payback.htm

Agencies are asked to review and take the necessary actions by September 1, 2011 to insure all outstanding payroll arrearages are being addressed appropriately either through on-going recovery by payroll deduction/personal reimbursement or the appropriate debt collection/write-off procedures.

Subject: [sharpinfolist] Department Budget Table updates/Combo Code additions for FY2012

Budget End Date and Fiscal Year Changes
The Budget End Date and Fiscal Year on the Department Budget tables will be updated centrally at the beginning of the fiscal year. This process is scheduled to run during the batch cycle the night of June 19, 2011 and should be completed by Monday morning, June 20, 2011. In that process, a new row will be added to the Department Budget tables with an effective date of June 12, 2011 (beginning date of the first on-cycle payroll charged to FY2012). The Budget End Date will be June 11, 2012. Agencies should not enter any rows with an effective date greater than or equal to June 12, 2011 until after the FY2012 insert has been completed. When adding new rows for FY2012, agencies should verify that June 11, 2012 was used as the Budget End Date for FY2012.

Also, any changes to the Department Budget tables, to be effective for the first on-cycle payroll charged to FY2012, should be made effective June 13, 2011 and completed after the Department Budget table insert processes the night of June 19, 2011. Any new Combo Codes added effective for the first on-cycle payroll charged to FY2012 should be submitted by Friday, June 24, 2011 and effective dated June 12, 2011.

SHARP is now available – However, technical staff continue to work on the issue related to on-line SHARP and SMART reports not generating successfully. Until the Reports issue is resolved, please refrain from generating any additional on-line reports.

The issue with Self Service time entry users reporting problems of not being able to Submit (it does not move past Processing) has been resolved. Users may now access Employee Self Service to enter and submit timesheet information.

We will send out another notice as soon as the reports Posting problem is resolved.

Subject: [sharpinfolist] PAY010 FBN row error messages for Gift Cards Removed from 4/30/11 PPED Paysheets

Sharp Information:

The gift card ‘FBN’ rows that were loaded to the paysheets yesterday afternoon (5/4/11) for the payroll period ending 4/30/11 had to be removed due to errors identified with duplicate rows from a previous file.  The actions to remove these rows from paysheets will result in the generation of error messages on the PAY010 report for pped 4/30/11.  Employees listed on the PAY010 report due to the actions required to remove the FBN rows did successfully process through payroll for pped 4/30/11 if the employee had any other type of earnings which were ‘OK to Pay’.  The error message indicates only that the row that had been established for the FBN earnings did not process.  Agencies should review their PAY010 and PAY002 reports to verify that employees have been paid correctly.
The gift card files provided to the Regent agencies for payroll processing for the payroll period ending 4/30/11 did not have any duplicate rows and should require no corrective action.

There was a problem processing the employee gift card file in last night’s batch schedule. Consequently, the process will be run at 3:00 this afternoon; the KTECKHPA report generated as a part of this process will be available in the agency MVS mailbox shortly thereafter. As a result of the gift card file being processed this afternoon, for the remainder of the day after 3:00 p.m. you will no longer be able to view on-line in SHARP the calculated check for any employee listed on the KTECKHPA report. However, a calculated check should be available for review on-line tomorrow morning which reflects the employee gift card amount.
